Dr. Andrey Ostrovsky brings a rare combination of clinical expertise, policy leadership, and entrepreneurial track record to Sunlight Health's mission of justice-powered care. As the former Chief Medical Officer of the U.S. Medicaid Program at the Centers for Medicare & Medicaid Services, he helped shape national strategy on opioid policy, data-driven decision making, and accountable care for the country's most vulnerable populations. A board-certified pediatrician, he has spent his career at the intersection of health equity, value-based payment, and social determinants of health — with deep expertise in the populations Sunlight Health serves.

Dr. Ostrovsky co-founded Care at Hand, a predictive insights platform for home-based care that was later acquired by Mindoula Health, and has served on the boards of multiple mission-driven healthcare companies. As Managing Partner of Social Innovation Ventures, he continues to invest in founders building equitable, community-centered solutions. His practical understanding of Medicaid policy, managed care, and the systems that most affect system-involved families makes him an invaluable partner as Sunlight Health works to get more families home — safely, sooner.
